Can the Model 1863 in cal 54 be used in any states for early season black powder hunts because it can be loaded as a muzzel loader?

It can in Mississippi, though so can all sorts of other rifles; that's why the H&R breakdowns are so popular, as it now seems most single shots qualify. "Real" blackpowder rifles have completely disappeared from our woods since the modern muzzle loaders first appeared, and now even those are gone, as it seems nobody wants to mess with anything not using a cartridge case.
My 1874s also qualify, but they actually meet the spirit, if not the actual wording of the regulations better than the high tech single shots most people use.

In Pa. Can be used in early season but not late season. Late season is reserved for flintlocks.
