Sorry for the delay in responding .... been away from the board actually shooting and enjoying my guns.
I roll the Lee .54 Minie in paper cartridges like any other projectile. I've never used a filler and don't see the need of them.
I have never shot loose powder in any of my '63.
Rather than a filler like cornmeal, if I wanted to reduce the powder charge and still have the base of the round at the rear of the barrel, I'd use a lubed wad of some kind.
